Annual Report 2000 of the EUCDW

Introduction

2000 was a year characterized for the EUCDW by a continuation of the work content. The files dealt with in the social committee of the European Parliament were the focal point. The collaboration with the workers' group of the EPP party was strengthened here.

The main contents of our work here were the continuation of debates on social security systems, further extension of the European policy in the area of security and health protection at work, improvement in the quality of the European employment policy as well as strengthening the unification process of Europe through the governmental conference.

The debate on introducing a European charter of fundamental rights was of special importance for the EUCDW. On 15.04.2000, the EUCDW clarify their position at a hearing at the convention. With satisfaction, the EUCDW established that the social rights as demanded by them were included in the charter adopted. The EUCDW will continue to work so that the charter has a legally binding and legally recoverable character as a whole for the EU as well as its member countries.

A further main point is to be seen in the preparation content at the party conference in Berlin. The EUCDW was represented in the workers' group which prepared the congress paper "A Union of common values". Here, as well as at the congress, they clarified that the social market economy presupposes an indispensable connection between freedom and solidarity, an equal policy between the economy and society. A large majority at the congress confirmed this position.

In 2001, the 25th anniversary of the EUCDW, they will above all give their attention to the files of collaboration of workers (collaboration at the European company statute, revision of the guidelines on the European workers' council, realisation of the frame guidelines "Information and consultation") as well as to the discussion concerning the subject "General interest services". A permanent subject is still the reform of social security systems as well as the further formation of the European employment policy.

Active engagement was also made possible through an employee in the secretariat for administrative work being available together with the political secretary Christoph Weißkirchen (now vice political general secretary) and Natacha Meignen.

Activities

The following EUCDW meetings took place in the annual perspective:

Board of directors

The board met three times: on 12th February 2000 in the Oreon Hotel in Replonges / Macon (France), on 20th May 2000 in the hotel "Haus Schwarzbachtal" in Erlbach (Germany) as well as on 13th October 2000 at the SBI conference centre in Osterwijk (Netherlands).

At the meeting in Replonges, the formation of the Austrian government was discussed. The board also discussed the position of the EUCDW in regard to the social fundamental rights in the EU fundamental rights charter, to the governmental conference, the special summit on employment in Lisbon as well as to the Commission's anti-discrimination proposal. These views of the EUCDW were then confirmed at the board meeting in Erlbach. In Oisterwijk it was a question of a talk with the vice secretary-general of the EPP, Christian Kremer, above all on the future direction of the EPP. Furthermore, the first steps were made in the debate on "general interest services" in a discussion on the role of social partners and the role of non-governmental organisations when forming a social Europe.

Presidency

The EUCDW presidency met on Saturday, 15th April 2000 in the Amazónia Jamor Hotel in Lisbon. Essentially, a basic text was prepared which the EUCDW introduced to the EPP work group to prepare the congress paper. Furthermore, the ideas of the EUCDW were put onto paper regarding the social fundamental rights.

Two further presidency meetings in September and December had to be delayed until January 2001 for organisational reasons.

Political work group

The political work group prepared the content of the EUCDW viewpoints at five meetings: 26.01.2000, 29.03.2000, 27.04.2000, 25.05.2000 and 21.09.2000. On 29.11.2000, a discussion with the EPP members of parliament who support the EUCDW took place.

Furthermore, several files, which were treated in the committee of employment and social affairs, were also influenced.

Participation at seminars

President Luc Delanghe took part at seminars of MCL / Italy, of the Instituto Lationo Americano / Europeo de Desarollo Social as well as at the jubilee congress of the EPP in Potsdam.

EUCDW representatives also took part at various other seminars and events of the EUCDW member organisations. Here we would like to underline the KGZE in Budapest and seminars in Erlbach.
